I haven't tried this but, you might want try this to remove the stream tag from each file recursively.

Nope...that "feature" didn't exist for the lmgrd.exe file.  When I try
to
start it through services, I get a "didn't respond fast enough" or
something
like that.  I checked the version, and it's 10.8.0.7, which is the
correct
version for 15.7.

This is a new machine, with only one program installed since I got it
(Visio), else, it's stock.  So there can't be something else interfering
with it.

	There may be another problem, related to Vista's security
	features.

	Vista keeps track of the files origin. If it was downloaded
	from the web, Vista may silently block the file from running.

	In order for the download files to run, you may have to locate
	each one, right mouse click on the file properties, and then
	click the "Un-Block" button. (see the attached screenshot)

	Even with UAC turned off, Vista may still choose to block files.

	I found out about the this "Vista Feature" the hard way.

This machine came with a "downgrade" option to use XP.  I may decide
    
to
  
do
so if I can't get this running easily.

Vista went out on it's own, when I plugged the key in, found and
installed
the HASP drivers out on the web I believe.  This could possibly be the
issue.  I may just uninstall everything, and try installing just the
security and get that working first.

Setting UAC off as Mike suggested didn't do anything.

Yes, I had it running on Vista but have since switched back to XP
since the
performance was so poor.
Never had an issue with lmgrd not running.
