SPB 15.7 was not supported on Vista. You might try obtaining the license server portion from the 16.0 release where Vista
is supported. If you license via dongles, you need Vista compatible dongle drivers which are not present in the 15.7 install.

I do install the pcbenv underneath a subdirectory, so I should be all set
