Austin,
        You need to check every file that was part of the download.
        
        If you look closely at the screenshot, you will notice that
        Vista was blocking a SKILL file with a ".il" file extension.

        The worst part is that Vista does not report the file as being
        blocked, making troubleshooting tedious.

Hi Mike,

Nope...that "feature" didn't exist for the lmgrd.exe file.  When I try
to
start it through services, I get a "didn't respond fast enough" or
something
like that.  I checked the version, and it's 10.8.0.7, which is the
correct
version for 15.7.

This is a new machine, with only one program installed since I got it
(Visio), else, it's stock.  So there can't be something else interfering
with it.
