we don't have 15.5.1 loaded yet. is there a way to read the what's new
for release 15.5.1 prior to down loading it?

I presume you mean Allero PCB ?
 
If you go to -- Start -> Allegro 15.5.1 -->  Whats new in Version 15.5
it tells you.
