It's not wrong or right. They're just not raising the price at this time for this specific hard drive increase. I can't speak to the future--whether there will be more increases in size, whether that will effect price, etc.

Yes, new Icons currently have 40 GB hard drives.  And yes, you can

upgrade
your unit. If you choose to do this, you'll send your unit in, they will place a 40 GB drive in your unit, and will send you your 30 GB drive back 
in a USB enclosure which can then be used as an external drive, and can

be

powered with Icon.

Please note: right now, this only applies to Icons.  As far as I know,
Braille + units still have 30 GB drives.
