[ibis-quality] Dbl. count clamp current writeup

All,

Attached is a technical discussion of what I've seen in the problem I've
seen about double counting of Clamp currents. This writeup lacks an example
IBIS file. Your comments will be welcome as always.

Since leaving 3Com I don't have acess to the IBIS files I worked on. Over
the next few weeks I'll visit the web and download such a file that can be
used as an example in a bug writeup.
