Per the AR at the last meeting, here is a possible outline
for Section 10A. I also added a revised draft for visibility,
where all of the material have been repositioned.
This is not an official copy, but an example of a possible
starting point for fine-tuning, to support future expansion.
Once an order and outline is established the sections can be
cleaned up, and in many cases the information corrected,
and completed.
