I had a similar issue a few weeks ago as the result of the Red Hat
Network Certificate Expiration. I'm using Redhat 7.2 on the machine I
am making reference to.
For Redhat 9 the RPM you need is up2date-3.1.23.1-5.i386.rpm
For my system I used up2date-2.8.40-2.7.2.i386.rpm
The installation procedure I used was as follows:
rpm -Fhv up2date-2.8.40-2.7.2.i386.rpm
Failed dependencies?
remove up2date-gnome, freshen / update up2date, then install the
appropriate up2date-gnome of the current associated version.

The certificate used by up2date and rhn_register to communicate with the
Red Hat Network reached its end of life on August 28th 2003. Users
attempting to connect to Red Hat Network will see SSL connection or
certificate verification failures.
New versions of the up2date and rhn_register clients are now available
which are required for continued access to Red Hat Network.
