Someone sent this to me too. I'm sure the BBL will get verification if the
dates are correct. I suspect that
possibly the date the bird was banded was not recorded correctly in the
email, but who knows...

From the Florida BRDBRAIN:

A “bander” shared this photo with me of an adult female Ruby-throat
recaptured and examined in Brooksville yesterday the 15th of Jan. 2017.
It was first captured and banded in Jan. 2000 as a 2nd year bird, so this
gal is getting on in years for a ruby-throat.
Upon examination the bander noted immediately that the eye feathers were
white and having banded many thousand hummingbirds over the years he had
never seen this anomaly.

Apparently no others in the his banding community has ever noted it either.

Only reason I’m posting this is to inquire if this occurs in other species
and might old age be a factor in this  pigment change?
Comments would be appreciated.
