* Did you disable SElinux from the Fedora (see HIPL manual)?
* Are you running HIPL in UDP mode? You should have "nat plain-udp" enabled in
/etc/hip/hipd_config
* Did not try if bridged mode makes any difference?
* Is the Windows virus scanner blocking HIP packets? Check logs?
