Are you sure you understand the rules?
It sounds like the exhibition rules that PSA uses, wherein the prints are
mounted on mount board, without mats, frames or glass. In that case, just use
acid-free mount board, or possibly form-core board, and have the prints
dry-mounted onto the boards. The reason PSA uses this approach is to reduce
shipping cost. Their exhibits are held all over the world, and shipping
framed
prints is both costly and dangerous. Prints mounted on mount boards or
foam-core
are much less expensive to ship.
The only approach that I am familiar with for mounting a photo on glass is
to use a product called 'Decal-It'. The photo is coated with Decal-It, and
when dry, the print is soaked in water with a little detergent in it, until the
print backing is softened and can be removed. That leaves the coated
emulsion as a decal which can be attached to the glass.
