The f/stop and shutter coupling is released by pushing one of the rings
away from the other, using a tab that is on the ring. There should be a
tab with teeth, that is the tab to push to separate the f/stop and
shutter rings.
The flash port lever is NOT the lever to uncouple the f/stop and shutter.
The WLF should sit fully into the camera body and in no way interfere
with the film back. With the WLF off, see if the focusing screen is
fully seated. There is an interlock that will only clear if the focus
screen is seated properly. Maybe that is blocking the WLF.
Do not grind the WLF. If properly working, it does not need that.
If you aren't confident with what you have, I suggest you return it
(unless you got it for a song).

I just acquired an old 500C with the above lens. The f/stop and
shutter speed are coupled, and I've been unable to uncouple them. On
the left side of the lens, just past the flash port is a lever that
moves left <-> right in a slot, and has three positions V, X, and M.
To the left of this lever is a thin metal tongue which, when
depressed, permits the lever to move left <-> right. However, I can
only get the lever to the X and V positions. I assume that this lever
can, among other things, lock and unlock the f/stop and shutter speed,
but is not functioning properly. Am I missing something or is this
lens defective, in which case I would ask to seller to take it back.
Another thing. The camera has an non-functional viewer. When I try
to put on a WLF from my 500 CM it doesn't fit. The lip that surrounds
the bottom of the WLF protrudes over back of the body, interfering
with placement of the film back. I could grind off 1 to 2 mm of the
rear lip so that the finder would fit, but I wonder if there is really
a different problem - like the WLF is not pushed all the way in. But
that does not appear to be the case, so think I need to do a grinding
job. But first, can anyone help me with this?
