It does not work that way in the US, Flex. The President cannot spend a red cent without Congressional authorization. The US is not a parliamentary system. Yes, the US has spent far too much on "social relief" policies of only negative value, but the blame for this belongs equally to the Republicans and Democrats and to Congress and the President.
