That is hardly "truth": it is wild lunacy. The US government does not control the value of the dollar in international trade; that is set by the free market.

The dollar has fallen because the government has been issuing more of them, about 15% more per year. It's supply and demand: more and more dollars are flooding the world's markets, so they become less and less valuable. That is what inflation actually means, an increase in the money supply. The prices for goods rise as a result of the money supply increasing.
