There are no means a hostile President can
convince Congress to do anything:  witness, for
instance, the last two years of Truman's second term and Nixon's second term.

As to your second point, has the name "Jimmy
Carter" been forgotten so soon?  However bad
things may be now, they are nowhere as bad as they were from 1978 to 1980.
