I understand the president needs approval from congress to spend money.
There are many ways for a president to " convince" congress his proposals are in the interest of the US. 

Do you think a democrat would have caused the same mess this president did?

It does not work that way in the US, Flex.  The
President cannot spend a red cent without
Congressional authorization.  The US is not a
parliamentary system.  Yes, the US has spent far
too much on "social relief" policies of only
negative value, but the blame for this belongs
equally to the Republicans and Democrats and to Congress and the President.
