I understand the president needs approval from congress to spend money.
There are many ways for a president to " convince" congress his proposals are in the interest of the US.

Do you think a democrat would have caused the same mess this president did?

Congressional authorization.  The US is not a
parliamentary system.  Yes, the US has spent far
too much on "social relief" policies of only

equally to the Republicans and Democrats and to Congress and the President.
