[hashcash] postage change notification

I propose we also add to the hashcash environment the ability for an MUA 
to tell everyone that send e-mail to what it's current postage levels 
are.  The reason for this is to allow for natural increases in postage 
rates based on the number of peers that change their rates.

for example, if you receive spam with a stamp (and it will happen), 
upping your postage works for you but the knowledge is also useful to 
your neighbors in deciding when to up their postage before getting spam. 
  In a network of five nodes, if I get postage increases from 3 of them, 
I might increase my own postage because something is going on and I 
don't want to get caught.

The risks of such a technique is that postage may rise very very quickly 
under some circumstances and we should try to model under which 
conditions such a system would become unstable.

this mechanism of increasing postage also implies that should be a 
postage due mechanism as well but extremely constrained given the risk 
of abuse.  It might become an extension of a spamtrap or a new user 
interface task on its own.
