Fixed the bug I mentioned a work around for in the 1.15 announce.

For a 21 char email -Z1 gives stamps like this (rounded up to avoid
wrapping counter across SHA1 boundary):

X-Hashcash: 1:20:050116:webmaster@xxxxxxxxxxx::t6+HvnLURdLabq1I:0000000000002fLd

and -Z2 gives stamps like this:

X-Hashcash: 1:20:050116:webmaster@xxxxxxxxxxx::kjm5eaPCH6+nVuX8:6Xzf

(and is less efficient to compute because it does not avoid wrapping).
