I wrote the post you're referring to while thinking about how to implement
those things in the hashcash-daemon.  I think it's a pretty good place for
it.  It's written in Perl, and it's under the GPL, so it should be fairly
easy for anyone to add.  If someone else is interested in doing this, I'd
be happy to discuss details.

I have to admit, though, I'm pretty happy with how the daemon works right
now.  I'd rather not chew up my processor generating stamps I might not
use, and I don't mind waiting for my messages to go out.  For the one
recipient who I want to get my mail semi-immediately, I configured
hashcash-sendmail to order low-cost stamps (20 bits, nice 0) so that they
compute fast and always go to the head of the queue.
