I move around a lot so have a few samples, 128k up seems depressingly
common.  (I hate slow up because I like to copy up rpms, big jars,
tars etc.  Rsync instead of scp helps a lot if there are similarities
:-)

videotron cable (montreal/canada) 128kbit up I think
verizon adsl (washington/usa) 128kbit up I think
virgin adsl (uk) 288kbit up
swisscom adsl (zurich/switzerland) 128kbit up I think
