[hashcash] 1.03-pr5 => case fix + Jonathan's last patch (Re: Re: considering hashcash)

This is a bug.  I am not sure how this did not get noticed before,
because I explicitly made the resources case insensitive by default as
of version 0.31.  Well either it never worked or I accidentally broke
it.  Anyway I made a very quick fix and put up with latest patch from
Jonathan as 1.03pr5.

(You are and were supposed to use -C to ask for case sensitivity if
you want it, otherwise it should be case insensitive).
