There was discussion on the OpenBSD.org mailing lists about becoming a
non-profit organization. In the end they did not go ahead because
they're based in Canada and very few of their donors would get a tax
benefit.

To raise money, they copyrighted the ISO image, so that if you want to
get a bootable CD, you either (a) buy it from the project, or (b) have
to make your own. Everyone is free to use/distribute OpenBSD, as long
as it's not as an ISO. The money they get from CD sales goes towards
all the things Francois and Axel have listed.
