Agreed, but the decent defaults might just as well live in the B_SYSTEM_ETC directory, for easier upgrades? Although, I guess that makes the binary dependant on external data which might not be what we want -- I'm not very involved in the details.



No, we definitely want *built-in* defaults, that's the whole idea behind defaults. I wouldn't mind having additional rules in some system directory, but Expander itself should be useful.


I don't really understand the idea. Having rules for files when no tool for expanding is installed isn't very useful.
The purpose of additional rules is to add them when installing the new tool.
