No, we definitely want *built-in* defaults, that's the whole idea
behind defaults. I wouldn't mind having additional rules in some system
directory, but Expander itself should be useful.
I don't really understand the idea. Having rules for files when no tool
for expanding is installed isn't very useful.
The purpose of additional rules is to add them when installing the new tool.
