what about including a small and simple CLI editor in the default
install and making a VIM available as an optional package?

IMO, that'd be a good middle ground.  
providing basic CLI editor by default, with the easy ability to
install a more powerful client (VIM).
The default client will provide the bare-bones functionality that may
save someone's arse on the unexpected occassion. As in my limited
experience, there's nothing worse than realizing a system is down and
doesn't have the tools you need to fix it.
