An app/whatever is added by the developers usually when they realize it is
missing and they need it or just want to test it (or want to have others
test it). Its present absence may simply mean it didn't fall into that
category yet. For some apps there more profound reasons to be missing,
though. make isn't included since Haiku still has some problems that
prevent you from building larger projects anyway -- adding it now would
just increase everyone's build time without any benefit. chkbfs is pretty
much obsolete; just as the recently discussed chkbfs it will be replaced by
a generic tool (which still has to be written).
