This is something that I too feel strongly about.

Before you read any further, you must understand that I do actually *
use* the application right now, and I think its cool, but I think 
differently as a team leader.

BeOS doesn't need a dedicted URL Preferences panel, what it needs is 
either a) A FileTypes Preference panel that has been re-written and 
designed so it is easy to get to its features such as URL settings, or 
b) Your URL preference panel intergrated with the FileTypes one so that 
you can call it from a menu or something.

R1 was intended to be a clone of BeOS R5, so the URL preference panel 
wouldn't really qualify to be included anyway, so what I would suggest 
is integrating it into the FileTypes panel via a menu item.

This is good, but again I would suggest doing these three things to 
raise this features profile :

o Sticking/bolting it onto the FileTypes preference panel for now;
o Start designing a new FileTypes (Perhaps even the name is wrong!) 
with easy to use features.
o Release a super-URL Pref App on BeBits.

This just supports the fact that *right now* BeOS  doesn't need a 
dedicated URL Preference panel. Why bother for all of 4 or 5 
applications??

I honestly do see a need for easy access to changing these settings - 
but if anything, you have convinced me more that they should not be a 
seperate panel.

To me, its like having a seperate panel to set the date format.
