Well it can be useful for some stuff (like BeOClock :p), but generally 
they are overused by apps on windows to make their own fake decors in 
skinned apps, which is awfully ugly.

Not everyone agree on skinnable GUI for Haiku...
At least I think it'd rather be skinnable as a whole so the look stays 
consistent than having each app have their own skin, ending up in a 
mess like windows desktops.

Btw I already made BeOS skinnable once, using some hacks on libbe :
