[openbeos] Suggestion (maybe controversial)

This might be controversial, but I also think it's a damned good idea and
something we should do...
Basically I'd like us to try and make the new header structure both
compliant with BeOS R5 and also more POSIX compliant. What that means is
that I'd like to see us having the basic POSIX headers as headers and the
"Be" headers including them as required. The reason they're the opposite way
round (POSIX headers often include Be headers) is probably a legacy thing
due to the age of the system.
Towards that goal I point out the following URL for the UNIX 98 (SUSv2)
standards.

Now, I'm NOT suggesting we think or even try to get UNIX 98 accreditation -
but at least using the header file locations and contents would be a useful
start towards making us more compliant and giving us a head start on getting
things in place. Where R5 differs we'll need to either follow R5 or note
that we're not I guess. I think it's a good idea as it stops us re-inventing
the wheel yet again. Also, given how early on in the development cycle of
the kernel we should be able to go for this and not loose any momentum.
