I had the same problem on my BeOS R5 box.

I solved it (at least I think because now I can build Haiku without problems) using this other version of Jam

http://tfs.cs.tu-berlin.de/~bonefish/download/jam/jam-2.5rc3-haiku-2005-10-29.zip
