A port is useless in itself. 

All ports are available to BeOS apps, but they're not "open"
unless a running application has specifically opened the port,
(for the purpose of listening to incoming traffic).

AFAIK, at the moment there is no way to disallow a certain
BeOS app from opening a certain port, a la ZoneAlarm.

Perhaps you're thinking of the BONE network preferences
where one can select which network services to run.
