Talking with plfiorini, who is now a maintainer OSDrawer.net, he suggests:
In the case of abandoned projects, where the developer/maintainer is
no longer active or unreachable, we can:
Send plfiorini or atomozero an email with all of the projects information,
along with a compressed archive of the source code.
( currently, a submit project page is not available, due to the site's
software change )

The information should include:
Identifier,
Title,
Description,
and License.
For abandoned projects that provide source code and do not specify a
license, list it as "None Listed". It may be re-classified as MIT
or BSD.
For projects that have an active maintainer, please contact the
maintainer and request that they host their project at OSDrawer.net :
