To add to the confusion:
In Paint Shop Pro they use "Mirror" for changing the left and right. As if holding the printed image up to a mirror.
They use "Flip" to turn the image upside down. As if holding the printed image upside down to a mirror.

My suggestion would be to rename them to Flip Vertically and Flip
Horizontally, which I am use to from the GIMP (and I assume Photoshop
has similar operations.) Flip Vertically would be the same as Mirror
Horizontal, and Flip Horizontally would be the same as Mirror
Vertical.

Does this idea seem reasonable? If I was confused, others may be as well.

I'm all for changing the wording to make something more clear. That being
said, I don't think that "Flip Vertically" is different from "Mirror
Horizontally". Both phrases don't make it perfectly clear to me (I admit
English is not my first language), if the "direction" they mean is the axis
on which the image is flipped, or the direction of the movement. Or does
"flip" imply the movement?
