I hope his will help visualize what I think would be the best way to expose the sheer amount and types of information that we will have on our website; this would also reflect that focus that we want to have on developers for now.

While I personally prefer news snippets, and the other dynamic contents in right hand side navigation (similar to what we have now on the test page), I like what you did very much, too. You make a lot of content available directly, without looking too busy (at least IMO), and an overview page like this (that will probably fit on one single page) makes a lot of sense as a front page as well.
Sure we'll have to make sure it'll look good in a larger browser window as well, but that should be possible to achieve.

I would have expected "Download" to be part of the top level navigation, and not in the upper right corner, but at least that part will get handy when you know the page already.

This is a reflection of our current focus on development.

When Haiku 1.0 is released (or when we have a public beta, if there will be such a thing), "Download" could be brought to top level navigation. I would also be inclined to have a visual aide probably in the form of a "Download Haiku" or "Get Haiku" button in the front page.

Just one more question: should the language pop up stay? Do you intend to have localized welcome messages while keeping all the other content in English?

It does not have to stay for now; however, I would like to have the capability in the future.

By the way, this mockup is meant to be just conceptual; the design itself, including selection of color, fonts, icons, etc. is not necessarily good.
