But by nature of the OpenTracker license, wouldn't any versions or
derivatives of OT be required to submit those changes back to the OT
tree, and the maintainer to decide whether to incorporate those changes
in the official tree or not?

We won't do it for you - then it would be construed that we are trying
to "control" the OSBOS projects and all. :P It's up to _all_of_you_ to
come up with the RFCs and decide which ones become OSBOS standards.
beunited.org facilitates this, and only facilitates it. If it's not
used, then it's not used and the platforms may, and likely will,
fragment into different, incompatible directions. If it is used, well,
more power to ya. :)
