Here is a summary based on SHINTA's response:

LibAnthy for Haiku is being released as LPGL, which is the same license
as the original LibAnthy, so no problem there. Source is here:

The Haiku GUI developed by SHINTA is closed source, but since it is
dynamically lined to LibAnthy, the author believes there should be no
problems from a license point of view here either.

In summary, what we have is an open source library combined with a
closed-source GUI. With an eye on making Anthy the default Japanese
input method in the future, is this something that Haiku would be
willing to adopt? Your input welcome.
