Maybe we aren't understanding each other somewhere in here.
SCSI and IDE are ADD-ONS.
On my machine, /boot/beos/system/add-ons/kernel/bus_managers/[IDE|SCSI]
Always have been. 
Now, that same code is compiled into the bootloader. Or code very similar.
But I don't find that to be all that offensive.
