"Clean Up" is especially useful when you imported shapes/paths from SVG for 
example. But maybe it's useful in another context. It will detect (and 
remove) duplicated points, and I think (not sure) it will also detect 
opportunities to mark control points as "connected" when the tangent points 
align with the main control point.

"Rotate Indices" is a bit hard to explain, although it does something very 
simple and is to be taken literally. To see it in action, do this:

* Path->Create Circle
* select the new path, if it isn't already selected
* in the Property list view, uncheck the Closed property
* Now use Path->"Rotate Indices" a couple times.

Oh bummer, I just tried that myself and nothing happens. Maybe I didn't 
implement it at all... or forgot to connect the menu item... Anyways, when 
you uncheck the Closed property, the path will be open at one side. Using 
"Rotate Indices" should rotate the opering while keeping all the points as 
they are. Ie, you rotate the indices of the control points, the last one 
becomes the first... maybe I planned this to work on the selected points, I 
don't remember right now. I can take out the menu item for the time being.
