Why can't it be both ? Those user groups without dedicated, long term
and well known community members can have the former. However in
contrast those user groups that do have such traits can have a latter.
The user groups that fall into the latter and become official should
have some connection to the Haiku project apparatus.

One idea is to connect the Non-English official user groups to the
translation teams. Connecting the official user groups is such a
manner would be connecting them to the Haiku project apparatus. Maybe
also the state of the translation team's/Haiku user group's user-guide
translation can be use in judgement of what kind of category the user
group falls under. If I remember correctly, all current Non-English
user groups would fall under this latter category.

Of course the problem is this idea doesn't work for English user
groups and therefore must be based on a case by case judgement. For
instance would there be enough support for an official Ozie (Aussie)
and Kiwi ( the people, not the fruit and bird) Haiku User Group ? Well
this would be something I think Sikosis would be very interested in.
Plus I am trustable, as I remove a fair amount of spam on the forums,
so there would be just enough support. Would there be any point ? The
distance involved means that Sikosis has already ruled out any type of
meet up, and all the content that is needed for users would be on the
main Haiku site which of course is also in English. Thus at this early
point it would be a waste of time.
