zlib has already been mentioned, but maybe libarchive
<http://people.freebsd.org/~kientzle/libarchive/> is also an option.

Another option is libbzip2. According to the homepage it's under a
BSD-style license. The compression ratio is usually better than zlib,
but I don't know about its speed. For a file system good speed is
propably more important than compression ratio.
