Yes, since the MIT license is "compatible" with the GPL from the POV of the
GPL, the icons can be distributed in a GPL package. This does not affect
the fact that the same icons are also available under MIT license directly
from the Haiku repository. In theory, it's possible to give the icons in
the theme package an explicit license (MIT) which differs from the license
of the rest of the files, but I don't think it's worth the trouble. Maybe
place a note where the icons originally come from, but it's probably not
even worthwhile to do even that.
On a related note, during the first discussion about the "Haiku distro
guidelines" and trademark policy, we decided that the icons and other
artwork that is not the logo would not be included in any such
restrictions. The icons shall be openly usable under the same conditions as
the source code. Anything else would pose a serious barrier to creating
derivative works of the Haiku code base.
