If the project isn't comfortable with bounties, let's try something 
else instead. No system is ever going to
be fair, or be able to match up development supply and demand, so I 
say, lets throw out the build-to-order model and instead see what -gets 
built- and reward that. Like a monthly Nobel prize of Haiku. 

Some of us like the idea. Sure, a quarterly merit prize for the core devs, 
laying down the ground work for these other additions would be a good idea too.
It's not going to be fair, especially not on the short-term, but it's a 
way for people to say "thank you", rather than saying "work on this" 
and so putting more pressure on the current developers.
We can easily do both. If I want to put a few bucks forward here and there as 
an incentive, thats my business. Everybody can work on what they want; bounties 
don't have to interfere. They may attract outside support, or even people that 
worked on those areas in BSDs or something. If two people working on the same 
area fall out over a $100 bounty or something-- they probably would have anyway!
Anyways, if the bounties don't work out, the money goes to Haiku anyway. I 
don't buy into this pressure on the devs stuff, or hasty, sloppy code to get 
the bounty contention. The people doing the most work on what they are doing 
now can continue to do what they want, IMO. I feel contributing some cash is a 
net positive-- otherwise I wouldn't commit my resources.
Fair is freedom.
