AFAIR this only worked in DOS (ie. also in Windows 95) because it let
you do anything. In real operating systems, you just don't have the
rights to do so without writing (and installing, ie. rebooting) an
additional hardware driver which can grant you all the rights you'd
need.
Also, you probably would still want to properly shutdown that real OS
first.
