Absolutely.
I've never seen that set-up before, and I still have no idea what the buttons
in VLC do, so I just end up clicking all of the ones that seem appropriate!
I'm with Axel on "Defaults" generally not being very useful - for your
background example Marcus it's obvious how to change the pink with 1 color
control (and the "Be blue" is no better a choice than any other so default is
fairly pointless). Likewise removing the background image is one simple drop
down, and reverting to the "default" haiku icon background is again not very
useful IMHO.
The only slightly grey area is what should happen when an apply button is
necessary and the window is closed with settings not applied. Hopefully having
the button disabled first as (I think) Koki said would provide enough visual
feedback as to what had to be done - but I can see an argument for popping up
an "Apply Settings?" dialog in that case. I'd prefer to avoid it though as
providing there was cross-app consistency the user would soon learn close did
nothing more than close.
