IMO, no. ~/ is -the- document folder, and the user is free to create 
his/her own order, or disorder. I hate what Windows does, but 
apparently the common people out there need that level of guidance. 

I could live with a few default folders, to meet this need, as long as 
Tracker won't re-add them if I choose to remove them, (the way it does 
with /foo/home). Additionally, I would like apps not to rely on the 
existance of these, (and also not add them, if missing).  Plus it'd be 
awfully nice to have a Developer's Guide spell this out. 

In any case, there should be no constants such as
B_USER_PICTURES_DIRECTORY
B_USER_MUSIC_DIRECTORY
as this would mean hardcoded folders.
(Ok, I admitt the actual path could be a preference,
but still, it would mean there would -be- a folder.
If so, I'd set all of them to ~/ )
