Actually, the original idea that I had was a single Drupal system for
support for multiiple sub-sites; something along the line of Drupal
Groups...

...where people can create their own sub-site for their group (HUG in
our case), and each sub-site has its own set of users with their own
news, blogs, forms, language, theming, etc.; each group is independent
and has its own administrator(s), but because they all under the same
roof, it is easy for anyone to find what they are looking for, either
by region, language or area of interest, either by using search as
here...

...or by using a Google Map to locate groups and/or
users/developers/etc. geographically.

This is all doable, but it has never gone beyond being an idea in my
head; I shared the idea with a few individuals, and they all liked it,
but it never went anywhere simply because I (or anybody else for that
matter) have not had the time to actually make it happen.

As I said, nobody will try to force anything on anyone.

I am curious: how exactly would sharing a user base among HUGs be
perceived as an attempt to regulate or control?
