Exactly, they are two different things. Originally, the admin team 
powered Haiku Inc. (legally/financially mostly Michael Phipps, though) 
as well as all development related things.
Since this didn't work out too well (as most people part of the admin 
team were only interested in development topics), we decided to 
reestablish Haiku Inc. on a more independent basis. We handed this over 
to the transition team, which is maintaining Haiku Inc. since then.
OTOH, the it was felt that, since we're still a small team, all 
developers with commit access should be part of development related 
decisions. So the admin team currently does not really do much in 
practice, it mostly just lurks around in case it will be needed again.
