Any user with the TICKET_MODIFY permission will be added to the list,
if that person has ever logged in. The 'developers' group inherits the
TICKET_MODIFY permission, and as such adding someone to that group
will add that person to the list.

If it does not seem to work, as the subject to explicitly log out and
log in again. Verify the user name. Else, contact me so that I can
start a nice debugging session.

By the way, could you send me the details of the robots.txt fix?
