I agree completely but I'm reluctant to start pulling modules from our

I think it is safe to remove the files of the modules that are disabled;
what I would do, just in case, is move the files to a temp folder
instead of removing them. If nothing breaks, then the files can be
eventually removed.
The migration to Drupal
5 would be the ideal point to do this, it's pretty much necessary
anyway as a number of the modules may not be compatible, or may need
to be upgraded. Although I guess at the very least we can start
removing the modules that aren't currently enabled.
Last time I checked, version 5.x had all the modules that we use (and
many more that we could make use of). This is definitely the best
supported version of Drupal right now.
