Oh definitely - that was my first step.

See, I get notifications, and sometimes it seems like I've gotten them
on new forum articles (because I go there and don't see any comments)
- but then I login to post a comment and see there's already one there
(anonymous access just doesn't show it immediately due to Drupal's
funky caching).

So, I've come the conclusion that I only receive notifications when a
comment is added to existing content. If you want to experiment with
this - I'd be happy to post a forum post as a "test" to see if anyone
else here receives it...
