Knowing where they are, I usually open haiku-os.org,
click Development (in the orange field at the top), 
scroll to the bottom of that page and click the link 
named 'Projects tems'.

Perhaps the people (the Development Community) should
be at the top, above the Documentation, Resources and Tools.
It wouldn't obscure the other links much and it would send
the message that people are important to us. Perhaps even
more so than tools.

In general I think we should be more people-centric and 
not hide who we are.

Yes there is. The link 'volunteers' in the 'Who we are' section.

Yes, that might be a good idea for now. Perhaps in a more
distant future the division between the developer community
and a much larger user community can be made more strict,
(so as to not use up all the communication bandwidth of the 
development part of the project).
